Cadena idp is an international consulting firm based in Tholen, the Netherlands. The company is specialized in conducting consultancy and training projects for international donors such as the United Nations, World Bank, African Development Bank, and the European Union. In addition, assignments are carried out for the Dutch government under various grant programs. Our projects focus on improving education (from primary to vocational education) and the school to work transition for young people in developing countries. Currently, we are conducting several projects in Kenya, Malawi, Liberia, Ethiopia, Lesotho and Zimbabwe. From our office in Tholen, we prepare and submit tenders for international public procurement, are responsible for contract management, project management, quality control, and provide backstopping services for our teams, agents and offices abroad. We are looking for a Junior Project Manager, who is interested in the development aid business, in the work of international donors, and would like to operate within an international network, while contributing to our acquisition and project management activities. The tasks within Cadena are very diverse and can range from providing support for the preparation and submission of international tenders (technical and financial proposals), finding suitable experts for various projects, and supporting  our experts in the field. In addition, there are also various marketing activities such as identifying new markets (countries, clients and themes) identification of new international partners and alliances, but also taking care of mailings, updating the website, Instagram, LinkedIn and Facebook accounts, and/ or creating promotional materials (such as brochures, flyers and banners). What we ask of you?
  • a college or university degree in a relevant field;
  • (preferably) previous relevant work experience or experience through an internship;
  • good command of English language both written and spoken;
  • a second language such as Spanish or French is considered an advantage;
  • excellent communication skills;
  • stress resistant, you can adequately deal with time constraints and deadlines;
  • you are a go-getter, keep track and overview, and can set priorities;
  • customer and results oriented and have a strong sense of responsibility;
  • full time available (32hrs / week);
  • preferably in possession of a driving license due to the location of our office.

Today we received a new request for services from the Lot 4, EU Framework Contract for a Team leader / Evaluator (Cat I) for the mission "Final evaluation of Support to Technical and Vocational Education and Training (STVET)" in Mongolia. The minimum requirements for this  Cat. I expert are the following:
  • Education: Master Degree in Sociology, Management, Education and Labour or relevant to the assignment Economics
  • The expert shall have a cumulative professional experience of at least 15 years or equivalent professional experience of at least 12 years in specific sector (preferably Sociology,Management, Education, Labour or other), if the candidates do not possess a Master Degree in relevant field.
  • The expert shall have a cumulative professional experience of at least 12 years at international level in monitoring and evaluation procedures and methodologies applied to the various modalities of implementation, instruments and channels of cooperation/aid delivery including programme/project management.
  • The expert shall have a cumulative professional experience in at least 12 projects at senior level within a team of international and national consultants.
  • The expert shall have evaluation experience of not less than 8 development cooperation projects.
  • Experience of acting as Team Leader of an Evaluation Team at minimum of 5 projects.
  • Experience of work in central Asian countries, especially in developing countries with similar socio-economic landscape.

  • At least a taught Master’s degree in International Development, Monitoring & Evaluation, Public Health or a similar relevant area; in its absence, the expert should have a Bachelor's degree plus at least 36 months experience in International Development, Monitoring & Evaluation, Public Health or a similar relevant area (in addition to the general monitoring and evaluation experience indicated in the first bullet under "professional experience").
Professional experience
  • At least 72 months cumulative experience in the monitoring and evaluation of development projects, of which 12 months should be in the health sector.
  • At least four previous, mid, final or ex-post evaluations as a Team Leader.
  • Must have led at least two other evaluations of a similar nature, size and complexity.
  • Previous experience with EDF procedures as demonstrated by working in least three EDF funded projects, including the use of Programme Cycle Management and the Logical Framework.

  • At least a taught Master’s degree in Pharmacy, Health Logistics, Public Health, Chemistry, Microbiology, or similar relevant area; in its absence, the expert should have a Bachelor's degree plus at least 36 months experience in Pharmacy, Health Logistics, Public Health, Chemistry, Microbiology, or similar relevant area (in addition to the experience indicated in the first or second bullet under "professional experience").
Professional experience
  • At least one member of the team: At least 48 months of experience in developing and implementing pharmaceutical testing laboratory quality management systems (QMS) for medicines and allied substances within a medicines regulatory environment (preferable), or the pharmaceutical industry.
  • At least one member of the team: At least 48 months of experience as a medicines supply chain expert. Experience/knowledge in at least three of the following areas is required: i) large-scale medicines warehousing and distribution and operations; ii) knowledge of pharmaceutical infrastructure and distribution; iii) medical stores operations; iv) and supply change management in the public health sector.
  • At least two mid, final or ex-post evaluations during the past 5 years.
 Additional requirements of the entire team of Cat. II experts: (i.e. not essential requirements but preferred)
  • Experience in developing countries, particularly the Sub-Saharan African Region, is an added advantage.
 Language and other skills of the team:
  • English: all CAT II experts must possess at least a level C1 expertise.
  • Excellent communication skills.
  • Excellent computer skills (MS Office: Word, Excel, PowerPoint or similar)

The experts should have the following minimum professional qualifications and expertise: For Cat. I expert-Team Leader
  • Masters degree, (or equivalent) in political science, science and technology or a related field. In its absence, an equivalent professional experience of at least 5 years in addition to the general professional experience.
  • Minimum 10 years of experience in the field of EC international cooperation, of which preferably 3 years in the Eastern Neighbourhood.

For the Lot 4 EU Framework Contract we are currently looking for an expert in intern-university relations and exchange (Cat III) for the new mission:  'Promotion du Programme ERASMUS+ et renforcement du partenariat entre les Universités Publiques du Togo (UPT) et les Universités européennes". The expert should have the following minimum professional qualifications and expertise:
  • The consultant will hold a graduate degree (minimum Bac + 4) management / economics, sociology or other equivalent degree or a related field the mission.
  • The consultant should have a good ability to design, editing and synthesis. It must also be able to work under pressure in a team and be fluent in English and French. Knowledge of a third language such as Spanish would be an asset.
  • He will have proven experience of three (3) years minimum.
