Under the FWC SIEA 2018 – LOT 4: Human Development and Safety Net, Cadena is looking for a TL (Cat 1) and Deputy TL (Cat 2) to conduct the Tracer Study of "Support to the TVET Sector in Pakistan" Project (TVET III), together the team should have the following qualifications:
  • Relevant University degree - at least at Master's level in Education, social science, economics or human resource development or a relevant University degree at Bachelor’s level with an additional relevant specific professional experience of at least five years (in addition to the general professional experience indicated below)
  • Full working knowledge of English, computer literacy, excellent report writing skills, good commination, adoptability and social awareness.
  • At least ten years solid and diversified experience of working in the area of skills development and human resource development/ economic development in particular in the TVET sector including labour market analysis and experience of developing and implementing TVET projects preferably in Asia;
  • At least ten years professional experience of working in Asia, preferably in South Asia (Afghanistan, Bangladesh, Bhutan, India, Nepal, Maldives, Pakistan, Sri Lanka);
  • At least seven years solid and diversified experience of working in project and programme evaluation, research design and analysis especially conducting tracer studies and should be well versed in tracer study methods and techniques.
  • Professional experience in volatile environments.
  • Experience of implementing and/ or evaluating at least five TVET projects.
  • Experience of conducting at least 2 tracer studies in TVET preferably including international experience.
  • Experience in statistical data collecting, processing and analysis, and designing MIS systems for capturing data (e.g. SPSS)
  • Experience of survey analysis and interpretation.

Cadena idp is shortlisted by the Ministry of Education of Liberia for the Improving Results in Secondary Education (IRISE) project. For this project, Cadena idp is searching for 3 specialists in each subject area:  Biology, Chemistry, Physics, Mathematics, English, Geography, History and Business Education The subject specialists have to fulfil the following criteria: Academic qualification A Master’s degree in subject content area or related field. Work experience Minimum of five (5) years’ work experience, especially the development of curriculum, training materials and training delivery. Experience in Sub-Saharan African will be an added advantage. Evidence of proficiency in both spoken and written English.   The objective of IRISE is to: Review and revise the curricula, develop modules and teaching learning materials in line with the training curricula:
  • to ensure that the revised training curricula and module developed are aligned with the national senior secondary school curricula and the WASSCE syllabi;
  • to ensure that the curricula and modules follow established practices for effective learning of teacher trainees; the curricula and modules need to enable the acquisition of the requisite subject pedagogy, particularly from a practical, child-learning-focused perspective; the curricula also need to ensure the acquisition of content knowledge and skills for effective teaching and learning, but should do so in the context of subject pedagogy;
  • to ensure that the new breed of faculty will use the revised curricula and modules developed to enhance the effective and efficient output of pre-service teachers in Liberian schools.
  • to ensure that faculty of the University of Liberia-Teachers’ College and the College of Education at the William V.S. Tubman University have adequate training materials that would assist them in planning and implementing the revised curricula, following recognized effective practice.

For the Lot 4 EU Framework Contract Cadena is immediately looking for a Public Health Specialist / Evaluation Team Leader (Cat I) for the new mission "Mid-term Evaluation of 'Strengthening the Nigerian Health System towards Achieving Universal Health Coverage (HSS)’ Programme" .   The expert should have the following minimum professional qualifications and expertise:  Qualifications and skills
  • Master’s degree in Medicine or related fields, Health Financing/Economics, Public Health, Social Sciences or Economics.
  • At least 12 years’ experience and technical expertise in Health Financing, Public Health, Health Systems, Public Finance Management, health policy and strategy development, Strategic planning, monitoring and evaluating health systems
  • Experience with capacity development projects as per guidance provided by the "EU backbone strategy" (http://ec.europa.eu/development/icenter/repository/backbone_strategy_technical_cooperation_en.pdf) and the "Guidelines on "Making technical cooperation more effective"" (http://ec.europa.eu/europeaid/how/ensure-aid-effectiveness/documents/guidelines_on_tc_finale_en.pdf).

For the Lot 4 EU Framework Contract we are currently looking for an Monitoring and Evaluation expert Cat I for the new mission "Mid-term Evaluation of 'Strengthening the Nigerian Health System towards Achieving Universal Health Coverage (HSS)’ Programme" .    Minimum requirements of the Monitoring and Evaluation Expert 1 (Cat 1):  Qualifications and skills
  • At least a Master Degree (Academic level) in Public Health, Sociology or Health Finance or relevant, directly related discipline, or equivalent;
  • Minimum 12 years of experience with organisational and institutional development and efficiency, and project/programme management and/or implementation of activities at international level (worked in at least two countries) some of which should have been acquired in a developing country.
  • ICT Proficiency
  • Expertise in problem analysis, stakeholders' analysis and preparation of Log frames;
